That site is done in php.

SPARK is a G2E web-based application based on earlier work by the NIC  ...
it seems to be a .net application... NIC is the main culprit.  Anyway
the s/w should be replaced.

NIC has done other FOSS projects. They should GPL all the s/w
developed to start with.
