Hi,
I think it is the problem with n/w connnection. There may be some proxy server at your lab. you may connected using the proxy server. please check the connection settings. (if u r using firefox/iceweasel, check Edit->Preferences->Network->settings) it may be manual conncetion using a proxy server. now add the same ip to the setting of Synaptic (settigns->preferneces->network.) select manual and ftp and http proxy.
If your N/W using squid the port maybe 3128(both).
still problem. please send the details whether Gnome or KDE, also the network settings and browser information and debian version (lenny or etch). that may be helpful.
 you can also use the /etc/apt/sources.list file. check other mail on this subject.
if you have an apt-cacher or apt-proxy running on your lab, it is much easier. ask your N/W admin 4.
