Did you mess up with the repositories?

Comment (Put # in first column) every line in the /etc/apt/sources.list
file. And add these 2 lines:

deb http://ftp.debian.org/debian/ etch main
deb http://security.debian.org/ etch/updates main contrib

then run
sudo apt-get update

then try to install apache
